Exchange 2010 migration 4.4.0 Primary Target IP address responded with: 554 Attempted failover to alternate host...

I am in the middle of an Exchange 2010 migration from an Exchange 2003 environment. I have all the users mailboxes on the Exchange 2010 servers. I have two exchange 2010 server that have all roles on eacher server that are clustered with a Kemp load balancer. I have an Internet Email send connector created to send email out of the Exchange 2010 servers. The Exchange 2010 server has had nearly all the user mailboxes migrated over since a over a month ago. I just recently finished moving the last few mailboxes over.

I have two issues. The first issue is since yesterday we have be getting blacklisted from CBL and other sites. I cannot find the root casue of this.

The second issue is that some emails are stuck in the Exchange 2010 queue with a message of "4.4.0 Primary Target IP address responded with: 554 Attempted failover to alternate host, but that did not succeed. Either there are no alternate hosts, or delivery failed to all alternate hosts."

Everything with this migration has been running fine so far. I have not yet removed the send connector from Exchange 2003 and I have not yet changed the external DNS from the old server to the new server.
