exchange 2010 send connector load balancing

Dear all,

I believe that the 2003 way of load balancing send connectors with cost is no more applicable to 2010 email routing  i mean like if i have two connectors with cost 1 and 2 respectively. 2003 is gonna use the connector with cost one always and when this fails its gonna use the connector with the cost 2. From the forums i assume this wont work the same way in 2010 somebody correct me please if i am wrong.

i have two smarthosts and one smarthost is in a remote site. i have created single send connector with two smarhosts in it and the exchange is load balancing between those two, since the second smarthost is in a remote site the mails routed through this are delayed than the other ones. is there any way i can set the smarthost one which is local as most preferable so that almost all the emails go through this smarthost which is local and when this is not available exchange takes the remote smarthost.
