Single user cannot view free/busy or open Automatic Replies (OOO)

Hello,

I have a tricky issue affecting 1 user out of the 7000+ at my company. The user cannot view free/busy info or set his OOO from Outlook.  All free/busy calendar info displays as "no information" and when he tries to set Automatic Replies (OOO) he gets "Your Out of Office settings cannot be displayed, because the server is currently unavailable. Try again later."

This user can perform both from OWA - just not Oulook.

I have done the following.

- Rebuilt Outlook and XP profile

- Re-create Outlook .OSt file

- Had user test on new workstation (issue persists).

- I have even open his mailbox myself from my computer using my account which has full perms on his mailbox - issue persists.

It cannot be his workstation since I've tried others and it doesn't seem like a back-end issue since these problem don't occur using OWA.  I am all out of ideas at this point.
