Out of Office reply to internet or external domain - Exchange 2010

Hi,

In our organization we are using exchange 2010 and blocked auto-reply and out-of-office to internet/external and it's working fine.

What our management wants to allow group of people to be able to send out-of-office message. I will appreciate if someone let me know if this can be acheived and how.
