Safelist

I am still confusing in Safe list Aggregation feature. Please see my question and example below.

                Person A has A-Safelist (xxx@xyz.com)

                Person B has B-Safelist (aaa@xyz.com)

                Person C has no Safelist

                The safe list will hash and keep in ADAM database and transfer to Edge server (A-Safelist + B-Safelist).

My question is

1. The sender “xxx@xyz.com” sends email to Person B. Is person B still receiving this email?
2. The sender “xxx@xyz.com” sends email to Person C. Is person C still receiving this email?

Our requirement is recipient in No 1 and 2 should receive this email even though content filtering detect as spam email. We want to make safe list for each user applies to all user in whole firm. Is the safe list aggregation fit to our requirement?
