PowerShell Default Scope

I have a Exchange installed in my root domain and all my Exchange users are present in the 2 child domain (just 2 or 3 system accounts in root domain). After setting recipient scope in EMC, it sticks to the changes and doesnt revert back to default root domain scope.

But Shell will not take the settings when we close and open it (expected behaviour). So i setup an Profile for the Admin account wit ADServerSettings to ViewEntireForest and that wont work either.

Reading the proposed answer from the article: http://technet.microsoft.com/en-us/library/bb124527.aspx,
"The default scope is not retained when you close the Shell. The Shell resets to the default domain-level recipient scope the next time that the Shell is opened."


Does the above mean, everytime i have to run this command in Shell? i dont want to set StaticGC or StaticDC since i have 2 ChildDomain with Users split. 
P.S: Even though replication is absolutely ok between my child domains, i still dont prefer setting static to one of the Child Domain DC's.
