QueuedMessageEventSource Fork - forked message has no recipients

We're using Exchange 2010 on Windows Server 2008 R2

During processing of Exchange messages, we need to split the message such that the first fork is delivered to the supplied set of recipients and the second fork is delivered to the remaining recipients

We are using the QueuedMessageEventSource Fork method - code is written in C# on Visual Studio 2010

We are finding that the first fork has the correct recipients, but the second fork appears on the Exchange queue with no recipients  - details below:

Has anyone any suggestions as to why the forked message has no recipients

I've examined the object at the point of the fork and it does have all the expected recipients
