Problems moving folders from Mailboxes to Public Folders in MS Outlook 2010 Hosted Exchange (Outsourcery)

Please can you help me....

We have recently migrated from Outlook 2007 to 2010 hosted by Outsourcery.

All our email data is contained in multiple mailboxes containing current and legacy email items which we hoped to move to Public Folders.

I have tried moving and copying batches of folders without success. Copying some batches seems to work on an individual Outlook installation but the copied folders don't appear in Public Folders of other users. We have enabled delegate and sharing rights (although I suspect these aren't propagated throughout the subfolder directories.

I have also tried to copy folders using webmail and data from Mailboxes that has been exported to a PST locally and then copies to PF. These operations typically return the following error

"Cannot move or copy folders. A top level folder cannot be copied to one of its sub-folders. Or you may not have appropriate permissions for the folder. To check your permissions for the folder, right click the folder, and then click Properties on the shortcut menu"

Please can you offer me any solutions that might help? Our service provider has said its an MS issue and they can't help.
