Throttling Policy Question.

Hey everone, Trying to understand the wording of the event below,

Understand what Process is, User is, Over budget is, Componet is, Policy is, but not "Parts:AD"? Does it mean Active Directory?

What OWA policy out of the 4 is the person overbudget?
