Throttling Policy question regarding RCAMaxConcurrency

When I run the get-logonstatistics ,<username> | fl app* I get a bunch of the following

ApplicationId : Client=CI

ApplicationId : Client=MSExchangeRPC

If I show 30 Client=CI and 6 Client=MSExchangeRPC does that play into the throttling policy of RCAMacConcurrency value of 20 which would be over totaling 36.  I'm not seeing any 2915 messages.
